शहर में काम करने में आने वाली दिक्कतों का हवाला देते हुए बंगलुरु के फूड एंड बेवरेज उद्योग ने सिंगल विंडो की मांग की है। 

नेशनल रेस्टोरेंट एसोसिएशन ऑफ इंडिया (एनआरएआई), बैंगलुरू चैप्टर के सदस्यों ने बताया कि फूड एंड बेवरेज उद्योग को प्रणाली के धीमे होने खासकर 'नियमों के अक्षरक्ष पालन' के खामियाजे को भुगतना पड़ रहा है। 

जनवरी 2018 में सुप्रीम कोर्ट ने लाइसेंसिंग एंड कंट्रोलिंग ऑफ प्लेसेस ऑफ़ पब्लिक एंटरटेनमेंट (बैंगलुरु सिटी) 2005 आदेश का समर्थन किया है, जिससे इस उद्योग में खलबली मच गयी है। 

इस आदेश के अनुसार प्रतिष्ठानों को ऑक्यूपेंसी सर्टिफिकेट (ओसी) प्राप्ति के लिए दस्तावेज जमा करना जरूरी है। 

एनआरएआई के बैंगलुरु चैप्टर के मनु चंद्रा ने बताया, " इस शहर ने "पब सिटी" से "नॉन पब सिटी" से दुबारा "पब सिटी" होने तक के कई बदलाव देखे हैं, लेकिन दस्तावेजीकरण की जरूरत हमेशा असंभव बनी रही है। कई व्यापारों में ओसी नहीं है। उन्होंने कहा कि "पहले ही इस शहर में बिजनेस करना मुश्किल है और उस पर नए-नए लाइसेंस हमारे सर पर मढे जा रहे है।"

The Food and Beverages (F&B) industry in Bengaluru has sought a single window for getting licences to operate, citing increasing difficulty in doing business in the city.

The members of the National Restaurant Association of India's (NRAI) Bengaluru chapter said that the Food and Beverages industry has been at the "receiving end" of late, some of them due to the "very literal reading of the rules".

In January 2018, Supreme Court had upheld the Licensing and Controlling of Places of Public Entertainment (Bangalore City) Order 2005. This order has caused unrest in the industry.

The Licensing and Controlling of Places of Public Entertainment (Bangalore City) Order 2005 states that to get the licence, establishments have to submit an array of documents and they need to have an Occupancy Certificate (OC).

Manu Chandra, Bengaluru chapter head of the NRAI, said, "The nature of the city has changed from 'pub city' to 'not pub city' and back to 'pub city' with a vengeance. But the requirement of documents for all practical purposes has become impossible. A lot of businesses don't have OCs." He further added that the ease of doing business in the city was "practically non-existent" and that they were "saddled with more and more licences."

The Bruhat Bangalore Mahanagara Palike (BBMP) has come under fire from the High Court for withdrawing the trade licence issued to a non-vegetarian restaurant in Jayanagar 4th Block.

The licence, given to Coastal Biriyani Paradise on 7th Main, Jayanagar 4th Block, on November 2, was withdrawn within seven days, allegedly at the instance of the local MLA. The reason given was the lack of adequate parking space and the neighbours’ complaints about serving non-vegetarian food in that area, reported a National Daily.

The BBMP (South) Health Officer cancelled the hotel’s licence on November 9. Vijendra, the restaurant’s owner, claimed his eatery was being singled out, and challenged the health officer’s order in the High Court.

After hearing his petition on Tuesday, Justice Ravi Malimath stayed the order and issued notices to the BBMP commissioner, the joint commissioner (south) and the health officer.

During the hearing, the petitioner’s counsel, K B Monesh Kumar, said his client had invested `1.5 crore in the hotel. Though Vijendra had obtained the Trade License Certificate from the BBMP and the Food and Safety Standards Authority of India, the Palike had cancelled the license unilaterally, he argued.

He also contended that the health officer had based his order on an anonymous complaint and the recommendation of the local MLA. The petitioner claimed

that the anonymous complaint might have come from a business rival.

Coastal Biriyani Paradise’s Petition

·     There are several commercial establishments, hotels and restaurants, including a non-vegetarian one, in the locality that don’t have parking facility.

·     On November 2, the restaurant was granted licence under the Food Safety and Standards

·      Act of 2006, five months after the BBMP had issued it trade licence.

·      The said MLA had inaugurated a non-vegetarian restaurant adjacent to Coastal Biriyani Paradise just six months ago.
